The IX Federal Conference “Critical Communications Russia: Digital Technologies for Ensuring Communication and Security of the State, Society, Business” was held on June 17, 2021 in Moscow, in the Hilton Garden Inn Moscow Krasnoselskaya Hotel. The event was one of the few this year that took place in offline format, but given the epidemiological situation the opportunity for online participation was organized for both listeners and speakers of the conference.
The conference Critical Communications Russia 2021 was held with the support of the Roselektronika Holding Company, the Digital Mobile Radio Association (DMR), the Association of Data Center Industry Participants, the Interregional public Organization “Association of Heads of Information Security Services”, the Non-Commercial Partnership ‘RUSSOFT’ and the electronic portal CFO-Russia.ru. The official media partner was the magazine “New Defense Order. Strategies”.
The partner of the conference was the Company “Transport Integrated Communication Systems” (“TISSCOM”). The bronze sponsor of the conference was Ericsson. The conference was opened by the plenary session dedicated to integrated systems and information services in the interests of national security, moderated by Alexey Popov, leading researcher at the State Research Institute for Civil Defense and Emergency Situations of the Ministry of Emergency Situations of Russia and Deputy General Director of the “AMEDS” Association. During the session, Andrey Mishurny, head of the “Safe City” Project Office of the United Instrument-Making Corporation of the State Corporation “Rostec”, presented a report “Integrated monitoring and forecasting systems in the hardware and software complex “Safe City”. Nikolay Shirokov, Head of the Department for Government Customers Relations of Open Mobile Platform, spoke about the organization of scalable trusted mobile environments on a single secure platform. Alexey Popov, leading researcher at the State Research Institute for Civil Defense and Emergency Situations of the Ministry of Emergency Situations of Russia; Deputy General Director, Association of Centers for Monitoring, Forecasting of Emergency Situations and Unified Dispatching Services, presented his experience in the digital transformation of the Unified State System of Emergency Prevention and Response. Vladimir Kudelkin, President of the Integra-S Consortium and Honored Inventor of the Russian Federation, presented the report “Integration Platforms as the basis and standards of a unified security system on a state scale”. Dmitry Vanichkin, Commercial Director, and Andrey Skvortsov, Technical Director, “TISSCOM”, spoke about the use of business applications in TETRA multi-standard terminals. The plenary session ended with a report on the CONSUL trusted navigation and communication system from Mikhail Korablev, Chief Designer of GLONASS.

The next session was devoted to innovative digital technologies of the professional mobile radio industry. During the session, Alessandro Guido, DMR system designer of the Leonardo Company and laboratory coordinator of the DMR Association technical working group, made a presentation “Why DMR?”; Alexander Romanov, Director of Business Development in Russia at Ericsson, spoke about critical networks for public safety and public utilities and his company’s practices; Mikhail Kosinov, Director for Strategic Development of NIRIT-XINWEI Telecom Technology Ltd. (NXTT), spoke about the Russian technology platform for critical communications – MCWILL; Ilya Vasiliev, Sales Development Manager of Iridium Communications Inc., presented a report “Iridium as a global emergency communications network”; and Leonid Zamotaev, Head of the Production Communications Division of the IT Department of Transneft, told about the practice of using professional mobile radio communication technologies in Transneft. The session was moderated by Alexey Popov, leading researcher at the State Research Institute for Civil Defense and Emergency Situations of the Ministry of Emergency Situations of Russia.
After the lunch break, the conference continued with the session “Digital Technologies and Intelligent Solutions for Security Systems and Professional Communications”, moderated by Igor Tsikorin, expert on message switching systems at Sheremetyevo International Airport. The session was attended by: Alexander Petrovsky, leading system engineer of the network division of NVIDIA, and Dmitry Sorokin, head of Integration department of Digital Energy, with a report on “The use of NVIDIA open network solutions for the critical infrastructure of Russian cloud platforms in data centers and DTN of telecom operators”; Vadim Shchemelinin, owner of the video analytics product of SIBUR Digital, spoke about the use of video analytics in petrochemicals; Georgy Tsedilkin, General Director of ANP Ceges Technology, presented a report on the levels of trust in video monitoring software. The session ended with a report on the practice of using modern digital technologies to ensure security in the Russian State Library by Timofey Shchegolkov, Deputy Director for Investment and Property - Director of the Department of Operation and Major Repairs of the Federal State Budgetary Institution “Russian State Library”.
The conference ended with a round table dedicated to the protection of critical information infrastructure (CII). At the beginning of the section some thematic reports were presented: Andrey Korneev, head of the Center for Energy Security Problems of the Institute of the USA and Canada of the Russian Academy of Sciences, presented a report on the security of advanced quantum computer technologies and the problems of the human factor information threats; Georgy Petrosyuk, Director of the Information Technology Department of the National Research Center “Zhukovsky Institute”, spoke about privacy as a measure to combat cyber attacks. Further, such industry experts as Andrey Nuikin, Head of the Information Systems Security Department at EVRAZ; Vladimir Kuritsin, Head of the Information Technology Department at Zarubezhneft; Alexander Sevostyanov, Head of the Information Security Department of the Economic Security Service of TMK, joined the discussion. And the session was moderated by Georgy Tsedilkin, General Director of ANP Ceges Technology.
