The AMEDS Association was founded in 1998 at the initiative of the All-Russia Scientific Research Institute on Problems of Civil Defense and Emergency Situations (VNII GOChS), chief directorates of Russian Emergency Ministry for Moscow and Kursk region, and Regional Research and Development Centre for Civil Defense and Emergency Situations (Saint Petersburg) for the purpose of coordination, organizational, methodological and hardware/software support to critical and socially significant activities for the rollout of Centres of Emergency Monitoring and Forecasting and duty dispatcher services in the Russian Federation. Currently, AMEDS unites civil defense and emergency response services of 44 Russian regions, along with a number of domestic and foreign design bureaus from the ICT sector.

International Telecommunications  Academy (MAC) is an international organization. It is a voluntary public association of academics, outstanding managers and highly skilled professionals. Co-operation is based on common professional interests, theoretical and practical issues in infocommunication development (Infocommunication = information + telecommunications (communication).
